Government Increases Number of Notaries in Four States: Gujarat, Tamil Nadu, Rajasthan, and Nagaland under Notaries (Amendment) Rules, 2025
NEW DELHI: Ministry of Law and Justice has officially increased the number of notaries in four states — Gujarat, Tamil Nadu, Rajasthan, and Nagaland — through a recent amendment to the Notaries Rules, 1956.
The decision comes under the Notaries (Amendment) Rules, 2025, notified by the Department of Legal Affairs via G.S.R. 763(E) on October 17, 2025.
The amendment, issued under Section 15 of the Notaries Act, 1952, significantly increases the maximum number of notaries that each of these states can appoint. The revised limits are as follows:
- Gujarat: Increased from 2,900 to 6,000 notaries
- Tamil Nadu: Increased from 2,500 to 3,500 notaries
- Rajasthan: Increased from 2,000 to 3,000 notaries
- Nagaland: Increased from 200 to 400 notaries
The decision aims to address the rising demand for notarial services across these states, driven by population growth, administrative expansion, and increasing legal and commercial activities.
According to the Ministry, the change was made in response to requests from the respective state governments, which highlighted the need for more notaries in view of the growing number of districts, tehsils, and talukas.
The new rules came into effect immediately upon publication in the Official Gazette, reflecting the government’s ongoing efforts to improve legal service accessibility and strong the justice delivery system as part of the Azadi Ka Amrit Mahotsav initiative.
