8th Pay Commission: Retired Govt Employees Will Continue to Get DA Hike and CPC Benefits — PIB Fact Check Clarifies Fake WhatsApp Message
A viral WhatsApp message claiming that the Central Government has withdrawn dearness allowance (DA) hikes and Central Pay Commission (CPC) benefits for retired government employees under the Finance Act, 2025, has been confirmed as fake.
The clarification came from the Central Government’s official fact-check handle, PIB Fact Check, which stated that no such provision exists in the Finance Act, 2025. Retired employees will continue to receive DA hikes and Pay Commission revisions as before.
“A message circulating on WhatsApp claims that the Central Government has withdrawn post-retirement benefits like DA hikes and Pay Commission revisions for retired employees under the Finance Act 2025. The claim is fake!,” PIB Fact Check posted on X (formerly Twitter) on November 13, 2025.
According to the Department of Pension and Pensioners’ Welfare (DoPPW), nothing has changed for retired government employees under the Finance Act 2025, except for those dismissed for misconduct.
The only relevant amendment concerns Rule 37 of the CCS (Pension) Rules, 2021, which now states that if a Public Sector Undertaking (PSU) employee, after absorption, is dismissed for misconduct, their retirement benefits can be forfeited.
This change matches with the Supreme Court’s order dated January 9, 2023, in the case of Suraj Pratap Singh vs CMD BSNL & Ors.
The official notification issued earlier this year explains:
“The dismissal or removal from service of an absorbed PSU employee for any subsequent misconduct shall lead to forfeiture of the retirement benefits for the service rendered under the Government. Such a decision of the undertaking shall be subject to review by the concerned Ministry.”
The amendment, finalized after consultation with the Department of Expenditure, Department of Personnel & Training, Ministry of Legal Affairs, and the Comptroller & Auditor General, was made to ensure parity in disciplinary procedures between government and PSU employees.
In summary, retired government employees will continue to receive DA hikes and benefits under the 8th Pay Commission. The viral message suggesting otherwise is entirely false. Only employees dismissed for misconduct under the amended pension rule will face forfeiture of retirement benefits.
