8th Central Pay Commission: National Council (NCJCM) Calls for United Memorandum and Push to Restore Old Pension Scheme

The National Council (JCM) Staff Side has formally issued a circular calling on all constituent organizations to submit their demands and suggestions for the 8th Central Pay Commission (CPC).

The circular follows an extended meeting held in New Delhi on November 15, 2025, where representatives of major central government employee unions came together to discuss the Gazette notification announcing the 8th CPC and its Terms of Reference.

The meeting concluded with a strong decision to write to the Prime Minister, urging amendments in the 8th CPC’s Terms of Reference. The Staff Side plans to demand restoration of the Old Pension Scheme (OPS) and inclusion of pension revision for existing pensioners and family pensioners under the purview of the Commission.

The proposal also seeks the removal of the clause relating to “unfunded cost of non-contributory pension scheme.”

The circular is now asking all constituent organizations under NC (JCM) to send detailed inputs on wage structure, pay scales, allowances, leave, promotion rules, medical facilities, and pension provisions.

A major part of the call focuses on minimum wage calculation, fitment factor, MACP, House Rent Allowance, transport and travel allowances, medical coverage, insurance schemes, leave policies, LTC, compassionate appointment, transfer issues, bonus, and regularisation of contractual staff. Gramin Dak Sevak issues and parity between field and secretariat staff are also included.

The deadline for submission of suggestions is December 15, 2025, after which the Drafting Committee will consolidate the inputs into a comprehensive memorandum to be submitted to the 8th CPC. A reminder has also been issued to organizations to nominate their representatives to the Drafting Committee by November 25, 2025.

Once the central memorandum is finalised, individual unions and federations will be allowed to submit their separate memoranda, incorporating both common demands and department-specific issues.

The circular, signed by Shiva Gopal Mishra, Secretary of the Staff Side, marks the beginning of coordinated negotiations ahead of the 8th Pay Commission.

With strong focus on pension revision and OPS restoration, central government employees’ unions are preparing for one of the most crucial pay commission consultations in recent years. The coming weeks will decide how the final memorandum takes shape before being submitted to the Government of India.
