Big Relief for GDS: Substitute ABPM/Dak Sevaks to Get Composite Allowance When Performing BPM Duties
Department of Posts has issued an Office Memorandum bringing long-awaited financial relief to Gramin Dak Sevaks who serve as substitutes for Branch Postmasters (BPMs).
Till now, only regular BPMs were eligible to receive the Composite Allowance, even when another GDS was performing their duties during leave or post vacancy. This discrepancy has finally been addressed through an official memorandum No.17-31/2016-GDS issued on 27 November 2025.

According to the new guidelines, if a regular BPM works even for a part of the month, they will continue to receive the full Composite Allowance.
However, if the BPM remains absent for the entire month — whether on paid leave, leave without allowance, unauthorized absence, put-off duty, or if the post is vacant — the GDS performing BPM duties, including those working on combination of duties, will now receive the Composite Allowance on a pro-rata basis. In such cases, the regular BPM will not be entitled to receive the allowance.
This decision has been taken after prolonged consideration and representations from the workforce. The change is seen as a fair recognition of the extra workload handled by substitute ABPMs and Dak Sevaks when they shoulder complete BPM responsibilities in rural post offices.
The order issued under the authority of the Assistant Director General (GDS), Gurvinder Singh, marks a significant step toward ensuring justified compensation and boosting morale among thousands of GDS employees who keep postal services functioning smoothly in the absence of regular BPMs.
This move is expected to benefit a large number of rural postal workers who have been demanding equality in allowance distribution when performing higher responsibilities.
