Your Address Goes Digital! DoP Seeks Public Feedback on Post Office Act Amendments for Digital Address Revolution
The Department of Posts (DoP), under the Ministry of Communications, has invited public and industry stakeholders to comment or provide feedback on the draft amendments to the Post Office Act, 2023.
The decision aims to give legislative backing to India’s upcoming digital addressing framework, known as DHRUVA — Digital Hub for Reference and Unique Virtual Address.
The initiative is part of the national digital public infrastructure vision under “Azadi Ka Amrit Mahotsav”. It proposes to establish a standardized, secure, and user-centric addressing ecosystem for the country.

With Digital Address Identifiers at its core, Digital Hub for Reference and Unique Virtual Address or DHRUVA will enable “Address as a Service” (AaaS), simplifying service delivery and improving governance across sectors.
The concept note on DHRUVA was first circulated on May 30, 2025, and the inputs received during consultations have now been incorporated into a revised draft amendment bill.
The proposed changes will introduce mechanisms for digital address generation, validation, and secure exchange of address information. It also includes provisions for registering Address Service Providers, authorizing Address Validation Agencies, forming a national Network Administrator, and establishing a grievance redressal and adjudication system.
The public can access the draft bill and explanatory notes on the India Post website and submit feedback via email to [email protected] until December 31, 2025.
The Department of Posts has stated that these reforms will support an interoperable digital infrastructure, making future address-based services more efficient and citizen-friendly.
