Government Confirms Constitution of 8th Pay Commission; Implementation Date to Be Decided Later
Government of India has officially confirmed in the Lok Sabha that the 8th Central Pay Commission (CPC) has already been constituted and its Terms of Reference (ToR) were notified through a Finance Ministry resolution on November 3, 2025.
The details were shared by Minister of State for Finance Shri Pankaj Chaudhary in response to Unstarred Question No. 1347 asked on December 8, 2025.

According to the reply, the 8th Pay Commission will recommend revisions in salaries, allowances, and pension benefits for Central Government employees and retirees. government clarified that the implementation date of the 8th Pay Commission will be decided at an appropriate time, based on its accepted recommendations.
Also, the government will make necessary budgetary provisions for the financial year in which the recommendations are implemented.
As per the latest official figures, there are about 50.14 lakh Central Government employees and approximately 69 lakh pensioners who are expected to benefit from the recommendations of the 8th CPC. The reply added that the Commission will devise its own methodology for consultations, procedures, and stakeholder engagement before finalising the report.
The government did not confirm whether stakeholder consultations have already begun, but clarified that the 8th CPC will be responsible for developing a consultation framework involving employees, pensioner bodies, state governments, and other concerned entities.
The Minister also confirmed that the 8th CPC has an 18-month window to submit its recommendations from the date of its constitution. The report will be forwarded to the government within that period, after which the accepted recommendations will be processed for implementation.

Addressing concerns about delays, the government noted that adequate provisions would be made for implementing the accepted recommendations, and relevant financial implications would be considered at the appropriate stage.
Lok Sabha reply confirms that the Commission’s formation is complete, its Terms of Reference are finalised, and a structured process for recommendations and financial assessment is underway. Decisions on effective implementation and corresponding timelines will be taken once the Commission submits its report.
