DoP GDS Order: Transfer of Gramin Dak Sevak (GDS) on Administrative/Vigilance Ground
New Delhi: Department of Posts has issued an addendum video memo No. 17-31/2016-GDS dated June 24, 2025, which revises the transfer guidelines for Gramin Dak Sevaks (GDS) under administrative or vigilance ground.
These changes update the previous guidelines issued on October 21, 2019.

New Rule for Transfer of Gramin Dak Sevak (GDS) on Administrative/Vigilance Ground
According to the new rules, GDS officials can now be transferred between roles within the same Time-Related Continuity Allowance (TRCA) slab, specifically:
- From Assistant Branch Postmaster (ABPM) or Dak Sevak (Level-2) to Branch Postmaster (BPM) (Level-1).
- From Dak Sevak working in Railway Mail Service (RMS) units to BPM, ABPM, or Dak Sevak in Postal units.
- From BPM, ABPM, or Dak Sevak in Postal units to Dak Sevak in RMS units.
However, transfers to the BPM post under these provisions will be permitted only on administrative grounds, not on vigilance grounds.
While transferring an ABPM/Dak Sevak/Dak Sevak (RMS) to the post of BPM (Level-1), the GDS must fulfill the prescribed educational qualifications and other eligibility criteria as specified by the Department from time to time, and shall undergo the mandatory training prescribed for BPM.
One of the earlier provisions (point ix) has been officially repealed in this addendum.

The new rules have been approved by the competent authority and communicated to all Chief Postmasters General across India for implementation.
