AIGDSU Letter to PM Shri Narendra Modi about inclusion of Gramin Dak Sevaks (GDS) to 8th Central Pay Commission, check details

All India Gramin Dak Sevaks Union (AIGDSU) has submitted an appeal to Prime Minister Shri Narendra Modi, requesting the inclusion of Gramin Dak Sevaks (GDS) in the recently announced 8th Central Pay Commission (CPC).

AIGDSU represents over 2.6 lakh GDS employees across India. Gramin Dak Sewaks are postal workers who form the backbone of rural postal services. They handle essential services such as delivering letters, managing India Post Payments Bank (IPPB) operations, executing Direct Benefit Transfers (DBT), and promoting government welfare schemes in remote areas.

Despite their important work role, they are extra-departmental employees in the DoP. They remain excluded from equal pay and service benefits granted to regular central government employees.

AIGDSU pointed out in point no 2 of the letter, “The Honourable Supreme Court of India in Rajamma’s case observed that the relation between state and extra-departmental agent (EDAS) as they were then called is that of master and servant, though separate from regular civil servants. The judgement has not been fully implemented. It is justified that pay and service conditions of Grameen Dak Sevaks are referred to the CPC.

In the past, the 1st Central Pay Commission had reviewed GDS matters, but from the 2nd CPC onwards, the government has formed separate committees for them.  The 4th CPC categorically observed and held that it was not inclined to exclude the ED agents from its purview and explicitly termed the ED agents i.e., Gramin Dak Sevaks as Central Government employees & holder of Civil Posts.

The Department of Posts had earlier recommended their inclusion in the 7th CPC, which was denied. Even the Kamlesh Chandra Committee, formed later to address GDS concerns, advised that GDS employees are eligible for future Central Pay Commission benefits

In this matter, the union has respectfully urged the Prime Minister to grant them “Ashirvaad” by including GDS issues in the 8th CPC.
