SAMPATI: Govt Launches New Digital Asset Monitoring System for Civil Ministries and Departments: CAG
New Delhi: Ministry of Finance has introduced SAMPATI (System for Asset Monitoring, Presentation, and Tracking – eAsset Register), a new digital initiative to make asset management easy across Central Government Civil Ministries and Departments.
The new system has been developed by the GIFMIS-PFMS Division under the Controller General of Accounts (CGA), Ministry of Finance.

SAMPATI Features
SAMPATI will allow Ministries and Departments to manage the entire life cycle of physical and non-financial assets, including legacy assets and Capital Works in Progress (CWIP).
The module will provide real-time visibility of government assets, which will essentially help in better decision-making and proactive maintenance steps.
Benefits in Digital Governance
The new system is its integration with the Government e-Marketplace (GeM) and the Public Financial Management System (PFMS). This will ensure smooth data flow of asset details procured through GeM and automatic linking of payment information from PFMS, which will make the process transparent and efficient. Union Government is pushing for a digital governance system through new changes.

The initiative has already been rolled out on a pilot basis in the Ministry of Health, PAO (NH) of the Ministry of Road Transport and Highways, PFMS Headquarters, and INGAF in the Ministry of Finance.
To familiarise officials with the new system, the Finance Ministry has scheduled a demo session on August 25, 2025, at 11 AM through a virtual meeting for all Controllers. Officials from different offices have been requested to participate and share the meeting link with the concerned office staff.
The framework of development of this module is based on O/o CGA O.M. No. 3(2)/e-Assets Register/ARC/2017-2018/994 dated 20- 09-2017.
