No Inter-Cadre Transfer Policy in GST Department, Confirmed by Govt in Rajya Sabha
New Delhi: Ministry of Finance has clarified in the Rajya Sabha that there is no inter-cadre transfer policy in the Goods and Services Tax (GST) department under the Central Board of Indirect Taxes and Customs (CBIC).
Responding to UNSTARRED QUESTION NO. – 1048 by Shri Chandrakant Damodar Handore, Minister of State for Finance Shri Pankaj Chaudhary explained that Group B and C cadres in CBIC are decentralised under various Cadre Controlling Authorities (CCAs).

Allocation to a cadre is made at the time of initial appointment on a merit-cum-preference basis, and after that, transfers are allowed only within the same cadre’s jurisdiction.
Minister of State for Finance Shri Pankaj Chaudhary stated that the Recruitment Rules for CBIC posts do not provide for inter-cadre transfers. However, officers, including Superintendents, can apply for deputation to posts outside their cadre, such as positions in CBIC Directorates across the country, provided they receive a No Objection Certificate (NOC) from their controlling authority.
Addressing the issue of home postings, especially for women officers, Shri Chaudhary noted that Superintendents form a zonal cadre and must serve within their zone. Yet, some avenues do exist for seeking deputation to posts closer to home, again subject to approval.

On whether the government intends to introduce a policy for inter-cadre transfers in future, the minister made it clear that no such proposal is under consideration at present.
