Big Update for Aadhaar Card holders: Aadhaar (Enrolment and Update) First Amendment Regulations 2025; Government introduces new rules for Aadhaar

New Delhi: Unique Identification Authority of India (UIDAI) has issued the Aadhaar (Enrolment and Update) First Amendment Regulations, 2025, which revise rules for Aadhaar enrolment and updates. The notification is published in the Gazette of India on July 2, 2025.

These new Aadhaar regulations are related to duplicate Aadhaar numbers and acceptable documents for Aadhaar update process.

Rule 27 of the principal Aadhaar (Enrolment and Update) Regulations, 2016 changed

As per the updated Rule 27, if an individual has been issued multiple Aadhaar numbers, UIDAI will retain only the earliest Aadhaar number that has biometric data of that individual. All other Aadhaar numbers issued thereafter will be deactivated.

If none of the Aadhaar numbers have biometric information of the person, the Aadhaar number assigned the earliest shall be retained and all other Aadhaar numbers shall be omitted.

Changes in SCHEDULE II of List of Acceptable Documents for Enrolment and Update

Along with duplicate Aaadhar rerlated regulations, Government amendments Schedule II in principal regulations, which lists the acceptable documents required for Aadhaar enrolment and updates. These important documents are used as proof of identity (POI), address (POA), date of birth (DOB), and relationship (POR).

Separate supported documents lists have been provided for Indian residents, children below five years of age, NRIs, and foreign nationals, including those from Nepal, Bhutan, and holders of OCI or Long Term Visas.

The rules also specify that NRIs and foreigners must use document-based Aadhaar centres and that Aadhaar issued to such individuals will only remain valid for the duration of their visa. Exceptions are there for Nepalese and Bhutanese citizens on a case-by-case basis.

Head of Family (HoF) based enrolment is mandatory (except for children residing in shelter homes or orphanages and foreign national seeking enrolment) for children below five years of age. Any one of the parent or legal guardian can become HoF.

Government & UIDAI wants to make the Aadhaar system more effective, eliminate duplicate persons, and improve the integrity of India’s national digital identity infrastructure. The rules are effective from the date of publication, which is 2nd July 202,5 in the Official Gazette.
