CGHS and CS(MA) Rules Extended: Medical Facilities Now for Dependent Transgender Children and Siblings Irrespective of Age

New Delhi: Ministry of Health and Family Welfare (MoHFW) has issued new guidelines allowing dependent transgender children and siblings of Central Government employees and pensioners to avail medical facilities under the Central Government Health Scheme (CGHS) and CS(MA) Rules, 1944, irrespective of their age.

The decision is announced through an Office Memorandum (OM) dated 16 September 2025, which aligns with the provisions of the Transgender Persons (Protection of Rights) Act, 2019. It ensures that transgender dependents of government employees receive equal access to healthcare benefits.

To qualify, two conditions must be met:

  1. The individual must be wholly dependent on the government employee as per the financial limits specified in MoHFW’s earlier OM dated 08 November 2016.
  2. The individual must hold a valid transgender certificate issued by the District Magistrate under the provisions of the 2019 Act.

The order has been approved by the competent authority and officially signed by Hemlata Singh, Under Secretary, MoHFW.

This ensures that transgender dependents are not denied medical facilities under central government health schemes.
