DoP issues Guidelines for engaging of paid substitutes against leave/ absentee Gr D and Postman Staff, know details
Department of Posts has issued guidelines regarding the engagement of paid substitutes in cases of absence or leave of Group D and Postman staff.
This decision comes in response to complaints from staff unions about non-implementation of earlier orders in several postal circles, which has led to existing employees being forced to perform combined duties.

As per the Office Memorandum vide: F No.41-4/ 2019-PAP dated July 9, 2025, Department of Posts has reminded all concerned that the provisions of earlier orders issued on 10.07.2001 and 02.09.2008 are still valid. These orders allow for the appointment of paid substitutes—usually Gramin Dak Sevaks (GDS)—to temporarily fill in for vacant or absent Group D and Postman positions in departmental offices.
Such substitute appointments can be made for a maximum period of 90 days. Beyond this period, prior approval from the Head of Circle (HOC) or competent HR authority is mandatory.
