DoP&PW Issues Fresh Guidelines for Periodic Verification of Qualifying Service under CCS (Pension) Rules, 2021
NEW DELHI: Department of Pension and Pensioners’ Welfare (DoP&PW) has issued an Office Memorandum dated 29 October 2025 regarding periodic verification of qualifying service and communication of service details in Format 4 under the Central Civil Service (Pension) Rules, 2021.
As per the new OM (No. 28/04/2024-P&PW(1)/QS/10145), all Ministries and Departments are required to ensure the timely verification of employees’ qualifying service and to properly communicate the result to the concerned government servant.
When and How Service Should Be Verified
According to Rule 30 of the CCS (Pension) Rules, 2021:
- The Head of Office, in consultation with the Accounts Officer, must verify the service rendered by a government servant —
- After completion of 18 years of service, and
- When five years are left before superannuation.
- After verification, the Head of Office must communicate the period of qualifying service to the employee using Format 4.
This verification is considered final and cannot be reopened later, except when changes in the pension rules or related orders make it necessary.
Annual Reporting by Ministries
Each Ministry or Department must submit a report by 31 January every year to the Secretary of the Administrative Ministry.
The report should include:
- Names of employees due for service verification in the previous year,
- Those who have actually been issued the certificate, and
- Reasons for pending or delayed cases.
Strict Implementation Directed
The DoP&PW has directed all Ministries, Departments, and subordinate offices to strictly follow these procedures to ensure that government employees’ pension and gratuity cases are processed smoothly and without delay at the time of retirement.
