DoPPW Launches Nationwide Digital Life Certificate Campaign 4.0 from November 1 to 30, 2025
NEW DELHI: Department of Pension & Pensioners’ Welfare (DoPPW) has announced the launch of Nationwide Digital Life Certificate (DLC) Campaign 4.0, to be conducted from November 1 to November 30, 2025. The campaign will be the largest-ever DLC drive, covering nearly 2,000 districts and sub-divisions across the country.
Building on the success of previous editions, this year’s campaign aims to make the process of submitting life certificates more accessible and convenient for pensioners, especially those residing in remote areas.

The initiative by DoPPW will be conducted in collaboration with 19 Pension Disbursing Banks, India Post Payments Bank (IPPB), Pensioners’ Welfare Associations (PWAs), Controller General of Defense Accounts (CGDA), Department of Telecommunications (DoT), Railways, UIDAI, and MeitY.
During DLC Campaign 3.0 in 2024, a record 1.62 crore Digital Life Certificates were generated, including over 50 lakh through Face Authentication Technology, across 1,900 camps held in more than 800 districts and cities.
This year, DoPPW is ambitious about reaching the target of 2 crore DLCs, with a stronger focus on face authentication to simplify the verification process for senior citizens.
India Post Payments Bank will once again play a crucial role by conducting DLC camps in every district through its vast network of 1.8 lakh Postmen and Gramin Dak Sevaks (GDS).
IPPB will provide doorstep DLC services to all categories of pensioners, regardless of their bank. Pensioners can visit ippbonline.com for details. IPPB staff are equipped with mobile devices that support both fingerprint and face-based authentication.
Additionally, 19 pension disbursing banks will organize special camps at multiple locations across 300 cities, including home and hospital visits for elderly or disabled pensioners.
The 57 registered Pensioners’ Welfare Associations will assist in mobilizing pensioners and coordinating with banks and IPPB to ensure smooth execution.
To raise awareness, a nationwide publicity campaign will be rolled out through SMS, WhatsApp, social media, local media, Doordarshan (DD), All India Radio (AIR), and PIB.
