DoPPW OM: Government Clarifies Rule on Life Certificate Submission for Parents Receiving Enhanced Family Pension

New Delhi, October 29, 2025 — Department of Pension and Pensioners’ Welfare (DoPPW) under the Ministry of Personnel, Public Grievances and Pensions has issued a clarification on the submission of life certificates by both parents in cases where enhanced family pension is payable under the Central Civil Services (Extraordinary Pension) [CCS (EOP)] Rules, 1939 / 2023.

The clarification, issued through an Office Memorandum dated October 28, 2025, addresses instances where both parents are eligible to receive enhanced family pension following the death of an unmarried or childless government servant.

According to existing provisions:

  • Under Rule (2)(4) of Schedule-II of the CCS (EOP) Rules, 1939, both parents are entitled to 75% of the pay last drawn by the deceased government servant. If only one parent survives, the pension is reduced to 60%.
  • Similarly, under Rule 12(5) of the revised CCS (EOP) Rules, 2023, family pension to parents is 75% of the widow’s entitled pension if both parents are alive, and 60% if only one parent is alive.

However, the DoPPW noted that there was no existing rule requiring submission of life certificates by both parents, which has occasionally led to overpayment of pension at the higher rate even after the death of one parent.

To address this, the government has now made it mandatory for both parents to submit life certificates every year in such cases. This step aims to ensure accuracy in pension disbursement and prevent overpayment.

The office memorandum, approved by the competent authority and signed by Dilip Kumar Sahu, Under Secretary to the Government of India, instructs all Ministries, Departments, and Organisations to implement this directive with immediate effect and to widely publicize the new requirement among pensioners.
