Department of Personnel & Training has released an updated list of Frequently Asked Questions (FAQs) on the Central Civil Services (Leave Travel Concession) Rules, 1988. Department is in receipt of several references, RTI applications, individual grievances of the employees working in different offices, etc. in respect of different issues related to Central Civil Services (Leave Travel Concession) Rules, 1988.
The office memorandum is issued by the Department of Personnel and Training (DoPT) on July 1, 2025 vide F.No.31011/07/2025 PP.A-IV. It covers multiple LTC related topics, including family eligibility, travel rules, reimbursement procedures, and special schemes.
Clarifications/ Modifications in the LTC instructions
The FAQs address common concerns received through RTI applications, employee grievances, and various departmental queries. Some key clarifications include:

Eligibility of Family Members: Spouse, dependent children (including step and adopted), dependent parents (even if not residing with the employee), and dependent siblings are eligible under LTC. In-laws and grandchildren are excluded from LTC allowance.
Travel Conditions: Family members can travel separately under LTC rules, and the use of air, rail, and authorized public transport is allowed. However, journeys by private taxis or personal vehicles are only reimbursed under specific conditions like medical disability or in a situation of lack of public transport.
Leave and Leave Encashment: LTC can be availed during any kind of leave which includes casual leaves and child care leave. Employees can also encash earned leave during LTC, even if only the family is travelling.
Block Years: The current LTC block is 2022–2025. For employees with the same hometown and place of posting, only one All India LTC is allowed. For others, there are two sub-blocks—2022–2023 and 2024–2025—with options to choose between Home Town and All India LTC.
Fresh Recruits: Employees joining government service for the first time are eligible for eight LTCs in the first eight years—three for hometown and five for anywhere in India. These are calculated from the date of joining.

Booking and Reimbursement: Only tickets booked through authorized travel agencies—IRCTC, Ashok Travels, or Balmer Lawrie—are valid for air travel under LTC. Employees are encouraged to book air tickets at least 21 days in advance to ensure cheaper fares.
Special Dispensation Scheme: The scheme allowing non-entitled employees to travel by air to the North East, Jammu & Kashmir, Ladakh, and Andaman & Nicobar Islands has been extended till 25th September 2026.
