DoPT Latest order: Central Government Considers Proposal to Grant LTC to Pensioners Every 4 Years, 8th Pay Commission may grant the benefits, know details
New Delhi: Ministry of Personnel, Public Grievances, and Pensions has acknowledged a proposal recommending the grant of All India LTC (Leave Travel Concession) to pensioners once every four years. The suggestion, submitted by Shri Satpal Singh, President of the Defence Accounts Pensioner’s Welfare Association (regd.), aims to extend the travel benefits currently available to central government employees to retired personnel as well.
Earlier Suggestion
In an earlier letter, dated January 17, 2025, the association submitted an appeal to the Finance Ministry to consider the inclusion of pensioners in the LTC scheme, citing the need for retired individuals to remain connected with distant family members and continue exploring the country without any financial burden.

Acknowledgment by DoPT
Responding to this request, the Department of Personnel and Training (DoP&T) confirmed that the proposal has been officially recorded for “appropriate action in due course of time.” No immediate decision has been announced. A copy of the acknowledged letter is also forwarded to Shri A. Bandopadhyay, US(E.IV), Department of Expenditure, Ministry of Finance, North Block, New Delhi.
8th Pay Commission may grant LTC to Pensioners
Chances are high that the Union Government will grant LTC benefits to pensioners with the new 8th Pay Commission. As the 7th CPC term is going to end this year, all the new benefits and allowance schemes will be passed under the 8th Pay Commission. Although this is not mentioned in the DoPT letter.

Who is eligible for LTC (Leave Travel Concession)?
Currently, LTC benefits are limited to government employees who are currently in service. It allows them to travel within India at government expense. However, once individuals retire from the service, many such benefits cease.
The inclusion of pensioners in the LTC scheme is seen as a long-overdue step towards pensioners. Now the Union Government will evaluate the feasibility and implications of the proposed suggestion and based on that future orders will be issued.
