DoPT OM: Government Introduces Mandatory Induction Training for Newly Recruited Multi-Tasking Staffs

New Delhi, October 30, 2025: Department of Personnel and Training (DoPT) under the Ministry of Personnel, Public Grievances and Pensions has issued new instructions making Induction Training mandatory for all newly recruited Multi-Tasking Staff (MTS) of the Central Secretariat.

The directive, issued via Office Memorandum No. T-20017/1/2025-Trg (ISTM) dated 27th October 2025, aims to improve the skills, discipline, and efficiency of MTS employees who play important roles in maintaining day-to-day government operations.

Key Highlights of the Order:

  • Mandatory Training Duration: The induction training will be of two weeks — comprising seven days of online training through the iGOT platform and three days of physical classroom training.
  • Precondition for Probation: Successful completion of the training will be compulsory for confirmation of probation for all newly joined MTS recruited through the Staff Selection Commission (SSC) from 2025 onwards.
  • Training Content:
    • Online courses will include topics like Office Procedure, Code of Conduct, Leave Rules, E-Office, Cyber Security, MS Office, Swachhta hi Sewa, and Yoga Break at Workplace.
    • The physical training component will focus on roles and responsibilities, government procedures, communication skills, office ethics, safety and hygiene, and gender sensitization under the POSH Act.
  • Implementation by Ministries/Departments: Each Ministry/Department/Organisation (MDO) will conduct the training either at their own training institutes or tie up with any Central Secretariat Training Institute (CSTI).
  • A suggestive list of institutes such as ISTM, IIPA, NIFM, NIHFW, and National CPWD Academy has been provided for conducting the physical sessions.

The initiative aligns with the Government’s focus on citizen-centric governance, service quality improvement, and technology adaptation.

This Office Memorandum was issued with the approval of the competent authority and signed by Shri Ram Bhagat Kushwaha, Under Secretary to the Government of India.
