Election Commission Announces Second Phase of Special Intensive Revision Across 12 States and Union Territories
Election Commission of India (ECI) has announced the second phase of the Special Intensive Revision (SIR) of electoral rolls, which will be conducted across 12 States and Union Territories — Andaman and Nicobar Islands, Lakshadweep, Chhattisgarh, Goa, Gujarat, Kerala, Madhya Pradesh, Puducherry, Rajasthan, Tamil Nadu, Uttar Pradesh, and West Bengal.
Addressing the media in New Delhi, Chief Election Commissioner (CEC) Gyanesh Kumar said the revision aims to make the electoral rolls more transparent, accurate, and error-free ahead of upcoming elections. The second phase of SIR will cover around 51 crore voters across these regions.

The voter lists in all 12 States and UTs will be frozen at midnight tonight, after which the printing of enumeration forms and training of Booth Level Officers (BLOs) will begin tomorrow. The enumeration process is scheduled to start on 4th November and will continue for one month. The draft rolls will be published on 9th December, and the final electoral rolls will be released on 7th February 2026.
Highlighting the progress made in the first phase of SIR, the CEC informed that the Commission received zero appeals, reflecting improved accuracy and transparency in the process.
In this phase, Booth Level Officers will personally distribute unique enumeration forms to existing voters. The CEC also clarified that voters whose names appeared in the 2003 voter list will not need to submit any additional documents. Similarly, those whose parents’ names were listed in 2003 will also be exempted from providing extra documentation.
The Election Commission’s initiative is part of its continued effort to strengthen voter registration, ensure data integrity, and enhance citizen participation in India’s democratic process.
