Good News for All Central Government Employees: Cabinet Approves Terms of Reference for 8th Central Pay Commission

Good News for lakhs of Central Government employees and pensioners. Union Cabinet, chaired by Prime Minister Shri Narendra Modi, has approved the Terms of Reference (ToR) for the 8th Central Pay Commission (CPC).

The 8th CPC will be a temporary body comprising one Chairperson, one Part-Time Member, and one Member-Secretary. The Pay Commission will submit its recommendations within 18 months from the date of its constitution. It may also submit interim reports on specific issues as and when finalized.

While preparing its recommendations, the Pay Commission will consider key factors such as:

  • The economic conditions of the country and the importance of fiscal prudence.
  • The need to ensure that adequate resources are available for development and welfare programs.
  • The unfunded cost of non-contributory pension schemes.
  • The impact of recommendations on State Governments, which often adopt similar pay revisions.
  • The emolument structures, benefits, and working conditions in Central Public Sector Undertakings (CPSUs) and the private sector.

The Central Pay Commissions are set up periodically to review and recommend revisions in salary structures, retirement benefits, and service conditions of Central Government employees.

Usually, pay commission recommendations are implemented roughly once every ten years, and based on this pattern, the recommendations of the 8th CPC are expected to take effect from 1 January 2026.

The Government had announced the formation of the 8th Central Pay Commission in January 2025, tasking it with examining and suggesting necessary adjustments in salaries, allowances, and pensions for Central Government employees.
