Good News for Railway Employees! Railway Board implements Sanctioning of leave through Leave Management Module of HRMS Portal

New Delhi: Ministry of Railways has issued a directive to implement sanctioning of leave through the Leave Management Module of HRMS. Under new Office Order No. 43 of 2025, dated June 30, 2025, supersede the earlier Office Order No. 13 of 2025 and are effective immediately across the Railway Board.

HRMS Leave Approval

As per the Railway Board office order, employee leaves types Casual Leave (CL), Restricted Holiday (RH), Leave on Average Pay (LAP), and Leave on Half Average Pay (LHAP) can now be directly approved or rejected by the respective Controlling Officer without sending the same to the administrative branches (ERB-I, ERBIV & ERB-V as the case may be).

Auto-forwardation of Leave Application

For other leave types such as Ex-India Leave, Study Leave, Commuted Leave, Child Care Leave, Maternity Leave, Paternity Leave, and Extraordinary Leave, wherein uploading of supporting documents is mandatory, the leave application will be auto-forwarded to the appropriate administrative branch (ERB-I, ERB-IV, or ERB-V). Applicants are required to upload necessary documents online and submit orginal documents physically. Additionally, they must furnish the HRMS ID and name of their Gazetted Controlling Officer before submitting the application.

Based on the leave reports available in HRMS, monthly report of such leaves having implication on salary will be prepared by the concerned administrative branch (ERB-I, ERB-IV & ERB-V as the case may be) for advising the same to Cash branch/PAO accordingly.

Administrative branches will also be responsible for preparing monthly leave reports affecting salary, which will be sent to the Cash Branch or Pay & Accounts Office for necessary action.

Railway Board also clarified that applying leave on HRMS does not equate to sanction and employees should ensure that their
Leave is sanctioned by the competent authority before proceeding on leave.
