Government Notifies Employees’ Deposit Linked Insurance (Second Amendment) Scheme, 2025

New Delhi: Ministry of Labour and Employment has notified the Employees’ Deposit Linked Insurance (Second Amendment) Scheme, 2025, introducing special provisions linked to the Employees’ Enrolment Campaign, 2025.

The amendment was published in the Gazette of India on October 27, 2025.

The scheme, issued under the Employees’ Provident Funds and Miscellaneous Provisions Act, 1952, will come into force on November 1, 2025, and remain in effect until April 30, 2026.

Key Highlights

• A new paragraph 28B has been inserted into the Employees’ Deposit Linked Insurance Scheme, 1976, introducing special provisions for employees declared under the Employees’ Enrolment Campaign, 2025.
• The amendment specifies that for remittances related to valid declarations under this campaign, the rate of damages will be a lump sum of ₹100.
• This payment of ₹100 will be considered as compliance under any of the three schemes—
  1. Employees’ Provident Funds Scheme, 1952
  2. Employees’ Deposit Linked Insurance Scheme, 1976
  3. Employees’ Pension Scheme, 1995

This simplified one-time payment structure is aimed at promoting ease of compliance for employers and encouraging the declaration of eligible employees under the Employees’ Enrolment Campaign, 2025.

The notification was issued with the approval of the Joint Secretary, Shri Alok Mishra, under file number Z-25025/03/2024-SS-II.
