Government Says TRCA Structure for Gramin Dak Sevaks Is Periodically Reviewed; Clarifies No Preference for Local Candidates

Government of India has clarified that the Time Related Continuity Allowance (TRCA) structure for Gramin Dak Sevaks (GDS) is reviewed periodically, with multiple committees constituted over the years to examine and revise TRCA and other service conditions. The information was shared in the Rajya Sabha on December 11, 2025, in response to Unstarred Question No. 1286.

Minister of State for Communications and Rural Development Dr. Pemmasani Chandra Sekhar stated that TRCA revisions have traditionally followed the recommendations of successive Central Pay Commissions.

Each review has led to the formation in committees to evaluate the allowance structure and recommend necessary changes for the GDS cadre.

Responding to questions about whether the government plans to prioritise local candidates familiar with the language and geography of their postal jurisdictions, the minister said that such a policy would not be legally permissible.

He cited Article 16(2) of the Constitution, which prohibits discrimination in public employment on the basis of place of birth, residence, caste, race, sex or descent.

However, the government stressed that knowledge of the local language remains mandatory for GDS recruitment. Candidates must have studied the identified local language at least up to Class 10th, ensuring they are able to communicate effectively and perform duties within their assigned areas.

The reply also indirectly addressed concerns about out-of-state recruits facing challenges and submitting frequent transfer requests. The minister reiterated that while domicile-based preference is not allowed, the existing language criterion ensures operational suitability without violating constitutional provisions.

Rajya Sabha response confirms that the TRCA structure remains under periodic review and that engagement rules for GDS will continue to follow constitutional safeguards while maintaining essential eligibility requirements.
