LBSNAA and Department of Land Resources organise National Workshop on NAKSHA for District Collectors

Department of Land Resources (DoLR), in collaboration with the Lal Bahadur Shastri National Academy of Administration (LBSNAA), is organizing a two-day national workshop on the NAKSHA programme in Mussoorie on October 27–28, 2025.

The workshop will be hosted by LBSNAA’s B. N. Yugandhar Centre for Rural Studies (BNYCRS), is designed to train District Magistrates and Collectors from across 28 states and 3 Union Territories for the pilot phase of the NAKSHA initiative.

NAKSHA—short for National geospatial Knowledge-based land Survey of urban Habitations—aims to modernize and digitize urban land records using advanced geospatial technology. The programme is expected to bring greater transparency, accuracy, and efficiency in land management and urban governance.

The inaugural session will be addressed by Dr. Bagadi Gautham, Director of BNYCRS, followed by a keynote address from Shri Manoj Joshi, Secretary, DoLR. Shri Kunal Satyarthi, Joint Secretary, DoLR, will provide an overview of the NAKSHA programme, outlining its objectives and implementation roadmap.

Technical sessions will include presentations on data acquisition, GIS workflow, and modern survey methods by Shri S. K. Sinha, Additional Surveyor General of India, along with a live demonstration of the NAKSHA Web-GIS portal by the Madhya Pradesh State Electronics Development Corporation (MPSEDC).

Officials from Gujarat, Andhra Pradesh, Karnataka, Kerala, Assam, and Madhya Pradesh will share their experiences and best practices in urban land survey and data management. Sessions on the administrative and legal framework will be conducted by Shri N. K. Sudhanshu, DG, YASHADA, and Shri S. Chockalingam, CEO, Maharashtra.

The workshop will conclude with a ground-truthing demonstration by the Survey of India, showcasing how on-site verification complements digital mapping and GIS-based surveys.

Through this national workshop, LBSNAA and DoLR aim to prepare District Collectors with the knowledge and tools needed for the successful rollout of NAKSHA, marking a major step toward a modern, transparent, and data-driven land governance system in India.
