Ministry of Railways Implements Modified Assured Career Progression (MACP) Scheme for the teaching staff in railway schools

Ministry of Railways announced the implementation of the Modified Assured Career Progression (MACP) scheme vide No. E(P&A)I-2024/PS-5/PE-3 dated New Delhi, 12.06.2025 for the teaching staff in railway schools, effective from April 29, 2025.

This withdraws the existing Career Advancement Scheme (CAS) for teaching staff in railway schools w.e.f. 29.04.2025.

The MACP scheme introduces a revised pay level structure according to the 7th Central Pay Commission (CPC). Under the new framework, teachers eligible for MACP will receive financial upgradations based on their tenure and promotion records, depending on their current designation and service tenure.

According to the new order, existing promotions, upgradations, and pay levels under CAS will be primarily adjusted against the new MACP scheme. Teachers will be granted upgradations based on their service tenure and performance, with provisions to ensure fairness, whether they are due for MACP before or after the implementation date.

For example, primary teachers and headmasters in primary and secondary schools will see their pay levels adjusted according to their service duration and promotions. Teachers who have already received promotions or upgradations under CAS will have these considered as part of their MACP eligibility, ensuring no loss of career progression opportunities.

Annexure I indicates certain scenarios which may be applicable in case of railway school teachers in service as on 29.04.2025, who would now be getting MACPS over CAS.

Annexure 2 indicates the 7th CPC pay levels for the purpose of MACPS which the teachers joining in railway schools on and after 29.04.2025 would get. New recruits will be placed directly into the prescribed pay levels as per the MACP guidelines, facilitating a faster, transparent career trajectory.
