MoHUA: Monitoring of Promotion in Ministries/Department by the Cabinet Secretariat Quarterly report
New Delhi: Ministry of Housing and Urban Affairs (MoHUA) has issued a fresh reminder to all departments under its control to submit detailed reports on employee promotions carried out between April and June 2025. This report is being asked for Cabinet Secretariat quarterly review process.
Central Public Works Department undet Ministry of Housing & Urban Affairs has issued an office memorandum dated July 8, 2025, asks offices to fill out a prescribed format regarding promotion-related activity and timelines, and send the data via email by July 11, 2025.
The report must cover every post where promotions are applicable and must be submitted to MoHUA for onward transmission to the Department of Personnel & Training (DoPT).

Earlier, DoPT had already instructed all Ministries and Departments to follow the Model Calendar for Promotions issued in May 2017, and submit the status of promotions for Vacancy Year 2025. However, several departments have not yet complied with the guidelines, prompting this follow-up from MoHUA and CPWD.
The report seeks key information including:
- How many posts had promotions due.
- Whether promotion steps like DPC meetings and proposal submissions were completed on time.
- Delays, if any, and their reasons.
Government of India is doing efforts to improve transparency and accountability in handling promotions of central government employees. All Ministries have been directed to act promptly and ensure the promotion details are reported accurately and on time to avoid further delays.
