Passport News: Speed Post Delivery of Passports to Be Restricted to Addressee Only: Department of Posts Issues New Guidelines

New Delhi: Department of Posts, under the Ministry of Communications, has issued new guidelines regarding the delivery of Speed Post articles containing passports. The new passport delivery guidelines are issued to ensure that sensitive government documents, such as passports, reach the rightful recipient only.

According to the official communication (F. No. 39-02/2025-D) from the Mail Operations Division, Speed Post articles containing passports will now be delivered exclusively to the addressee at their registered address after thorough verification of identity and address.

The circular clearly states that:

  • Delivery is both address- and receiver-specific. Passports will only be handed over to the individual whose name appears on the envelope, upon successful verification.
  • Redirection is not permitted. If the addressee is unavailable, the article must be returned to the sender (usually the Passport Office or Ministry of External Affairs).

All postal units across India have been instructed to strictly follow these new rules to ensure smooth and secure delivery of passport consignments.

The directive was issued by with approval from the Competent Authority.
