Govt Revises National Highway Fee Rules: Higher Toll Tax charges for Vehicles Without FASTag, New UPI Option Introduced
New Delhi: Union Government has amended the National Highways Fee (Determination of Rates and Collection) Rules, 2008, introducing new penalties and digital payment options for highway users.
Under the new revised rules, vehicles entering toll plazas without a valid or functional FASTag will now have to pay double the applicable user fee if the payment is made in cash.

However, to promote digital transactions, the government has announced a new relaxation for Unified Payment Interface (UPI) users. Vehicles without a valid FASTag that choose to pay via UPI will be charged 1.25 times the applicable user fee, instead of the existing double fee rule.
These changes will come into effect from the 15th of next month.
According to the Ministry of Road Transport and Highways (MoRTH), this amendment aims to ease toll collection, promote transparency, and encourage wider adoption of digital payment systems. The Ministry added that the new framework will not only enhance efficiency in toll operations but also improve the overall commuting experience for National Highway users.
