Railway Board Updates Manual of Office Procedure (MOP) Following Railways (Amendment) Act, 2025
Ministry of Railways has issued an important update to the Railway Board’s Manual of Office Procedure (MOP) following the enactment of the Railways (Amendment) Act, 2025.
The revision is notified through Railway Board Office Order No. 70 of 2025, introduces changes to Paragraph 3.1(c) of Chapter 3 in the 6th Edition of the MOP, aligning the manual with the provisions of the amended law.

According to the order, the Railway Board — which functions as the Chief Administrative Body assisting the Minister of Railways and the Minister of State/Deputy Minister for Railways — was originally constituted under a Government of India resolution dated 18 February 1905. The earlier reference to powers vested under the Indian Railway Board Act, 1905 has now been updated.
Railways (Amendment) Act, 2025 repeals the Indian Railway Board Act, 1905, and vests the Railway Board with certain powers of the Central Government under the newly inserted Section 2A, Chapter IA of the Railways Act, 1989.
This amendment formally recognizes the Board’s statutory role within the framework of the Railways Act, 1989, reinforcing its position as both the top executive body for administration, technical supervision, and direction of the Railways, and as a Ministry of the Government of India exercising the powers of the Central Government in all railway matters.
The update was issued with the approval of the Competent Authority and signed by T. Srinivas, Joint Secretary, Railway Board, on 14 October 2025.
This amendment ensures that the Railway Board’s procedural manual remains legally consistent and up to date with the latest legislative reforms introduced through the Railways (Amendment) Act, 2025, marking a significant step toward modernization and administrative clarity within the Ministry of Railways.
