Government Approves 33 Days’ Productivity Linked Bonus for Defence Civilian Employees of Indian Navy

Ministry of Defence (MoD) has announced the grant of a 33-day Productivity Linked Bonus (PLB) for the Defence Civilian employees of the Indian Navy for the accounting year 2024–2025. The order, issued on 24 October 2025, conveys the sanction of the President of India for payment under the long-standing PLB Scheme.

According to the MoD order (No.20(5)/2025-D(JCM)), the entitlement has been determined based on the working results of the Indian Navy for the year 2024–2025, following the agreed formula under the scheme.

The PLB will be applicable to all eligible Group ‘B’ (Non-Gazetted) and Group ‘C’ civilian employees of the Indian Navy who fall under the existing PLB framework. The calculation ceiling for the bonus remains at ₹7,000 per month, and the amount will be computed as (₹7,000 × 33 ÷ 30.4) in accordance with the established norms.

The expenditure related to the PLB will be met from the Defence Service Estimates under the respective budget heads where the employees’ pay and allowances are charged. The entire amount will be covered within the sanctioned budget for FY 2025–26, with no additional financial allocation required.

The order has been issued with the concurrence of the Ministry of Finance (Department of Expenditure) and MoD (Finance) through their respective approvals dated 23 October 2025.

This decision supersedes the previous MoD order of the same number issued on 23 October 2025. The notification was signed by Gopal Mehra, Under Secretary to the Government of India, marking the continuation of the annual productivity-linked reward for civilian staff supporting the operational and logistical functions of the Indian Navy.
