Submission of Annual Life Certificate Manually or Digitally as per Pensioner’s Convenience — DoP&PW O.M.

New Delhi: Department of Pension and Pensioners’ Welfare (DoP&PW) has issued an Office Memorandum (O.M. No. 11/1/2025-P&PW(H)-V) regarding the submission of the Annual Life Certificate (ALC) for Central Government pensioners.

As per the guidelines, every Central Government pensioner must submit their Annual Life Certificate in November each year to ensure the continued disbursement of pension.

Pensioners aged 80 years and above are allowed to submit their certificates from October 1 onwards.

Multiple Convenient Modes Available for Submission:

Pensioners can now submit their Life Certificate either manually or digitally using any of the following methods:

1. Physical Submission:
   Pensioners may visit their Pension Disbursing Authority (PDA) in person to record their certificate.
2. Submission via Designated Officials:
   Physical appearance is not required if the Life Certificate is signed by a designated official as per the CPAO Scheme Booklet (Annexure-I).
3. Online through Jeevan Pramaan Portal:
   Pensioners can generate a Digital Life Certificate (DLC) using fingerprint authentication.

4. Face Authentication via Mobile App:
   A smartphone-based face authentication system allows pensioners to generate DLCs easily through the Jeevan Pramaan app.

5. Doorstep Service by India Post Payments Bank (IPPB):
   Pensioners can request doorstep submission through:
   • PostInfo App (Play Store/App Store)
   • Nearby Post Office

6. Doorstep Banking via PSB Alliance:

All Pension Disbursing Authorities are directed to ensure wide publicity of these modes and facilitate easy submission of life certificates by pensioners.
