Department of Posts Developing Automated Exit Management Module for Pension Processing

New Delhi Department of Posts has informed that it is developing an Automated Exit Management Module for processing retirement and pension-related cases of its employees.

The update was shared during the discussion of carried-forward agenda items in the 35th Standing Committee of Voluntary Agencies (SCOVA) meeting held on 10 March 2026 under the chairmanship of the Minister of State for Personnel, Public Grievances and Pensions.

Background

The issue was raised under a pending SCOVA agenda item that recommended the Department of Posts adopt either the Bhavishya Portal or SAMPANN Portal for smoother settlement of pension cases and retirement benefits.

SCOVA had sought clarity on the Department’s plans for modernizing pension processing and ensuring timely settlement of retirement claims.

Department’s Decision

In its response, the Department of Posts stated that instead of adopting either of the existing platforms, it has decided to implement its own in-house digital solution known as the Exit Management Module.

According to the Department:

  • The module will handle the complete exit management process of employees.
  • It will cover eight different categories of exits, including:
    • Superannuation retirement
    • Voluntary Retirement Scheme (VRS)
    • Removal from service
    • Other retirement and separation cases

The entire workflow related to an employee’s exit from service and subsequent pension processing will be managed through this computerized system.

Expected Launch Timeline

The Department has informed SCOVA that the new Exit Management Module is expected to become operational by the end of 2026.

Once implemented, the system is expected to automate various stages of retirement processing, reducing manual intervention and improving efficiency in pension authorization and settlement.

Existing System to Continue

Until the new module becomes operational, the Department clarified that the current pension processing mechanism will continue.

The Department also noted that the existing system is functioning smoothly and no major issues have been reported in pension settlement under the present arrangement.

Significance for Postal Employees

The proposed Exit Management Module is expected to:

  • Digitize retirement and pension processing.
  • Reduce delays in settlement of retirement benefits.
  • Improve transparency and tracking of pension cases.
  • Provide a unified platform for handling multiple types of employee exits.
  • Minimize paperwork and manual processing.

Conclusion

The Department of Posts has chosen to develop its own automated Exit Management Module instead of migrating to Bhavishya or SAMPANN. The system will manage all categories of employee exits and pension processing through a centralized digital platform.
