West Bengal Orders Re-verification of All Caste Certificates Issued Since 2011

The newly formed BJP-led West Bengal Government has directed a comprehensive re-verification of all caste certificates issued since 2011 for Scheduled Castes (SC), Scheduled Tribes (ST), and Other Backward Classes (OBC) beneficiaries.

According to official records, approximately 1.69 crore caste certificates were issued over the last 14 years, including a significant number distributed through the government’s Duare Sarkar outreach programme.

Why the Re-verification?

Officials have indicated that concerns have been raised regarding the authenticity and validity of caste certificates issued during this period. The review will not be limited to first-time certificates; even certain second-generation certificates may come under scrutiny where doubts exist.

The government has reportedly instructed:

• Sub-Divisional Officers (SDOs)
• District-level verification authorities
• Other concerned administrative departments

to thoroughly examine the issued certificates.

Possible Action

If verification reveals that any certificate was:

• obtained using false information,
• issued irregularly,
• or does not meet legal eligibility criteria,

Then the certificate may be cancelled as per applicable legal provisions.

Link with Voter List Revision

The exercise will also reportedly include individuals whose names were removed during the Special Revision of the electoral roll. In such cases:

• their caste certificates may be reviewed,
• dependent family members’ linked certificates may also be examined,
• invalid certificates may face cancellation.

Impact

This could become one of the largest caste document verification exercises in West Bengal’s history, potentially affecting lakhs of beneficiaries who use caste certificates for:

• education reservations,
• government jobs,
• scholarship schemes,
• welfare benefits,
• age relaxation and recruitment reservations.

Citizens holding caste certificates issued since 2011 may need to keep supporting documents ready in case local authorities seek verification.
